NGS Animal Ethics Procedures

The procedures for keeping animals in schools were launched in 2010 across the Independent and Catholic sectors.

The procedures, are the result of a combined effort between the DECS AEC and the NGS AEC. These will be a continual work in progress and input from schools is welcomed by our committee. Any feedback or suggestions, changes to the Standard Operating Procedures (SOPs) or new SOPs can be tabled for consideration by our committee.

The intent is to keep the SOPs across all three sectors the same. Updates will filter through to schools on a regular basis with updates available on our website as soon as approved.

Each school received a copy of the Procedures Manual.

Where schools have an Agricultural program an additional copy was sent to the Head of Agricultural Studies (or similar).

The NGSAEC Procedures Manual for animals kept in schools provides schools with the guidelines to seek approval to keep animals in schools. The approval process is as follows:

  • Category 1: no approval required.
  • Category 2: can be approved by the Principal / Director or delegated Animal Ethics Focus Person or teacher provided that the Standard Operating Procedure for the care of the animal as per the guidelines is followed.
  • Category 3: approval is required by the Principal / Director provided that the Standard Operating Procedure for the care of the animal as per the guidelines is followed.
  • Categories 4 -5: requires approval by the Animal Ethics Committee.

Schools keeping animals in line with Category 1 - 3 activities must keep records in schools signed off by the relevant approved person.

The 3 documents relating to the keeping of animals in schools are:

Annual Reporting to the NGS AEC

In 2016 your school applied to the Non Government Schools Animal Ethics Committee (NGS AEC) to keep animals in schools during that year.  As a reporting requirement an annual report must be completed and submitted to the AEC.  To assist with this process an Annual Report template can be dowloaded for completion below.

As per the Australian code for the care and use or animals for scientific purposes 8th Edition 2013 (linked for your reference) section 2.4.34, reporting back to the AEC is required to ensure that animals kept in schools have been utilised as per the original application made to the AEC and have formed an  integral part of the school’s curriculum.

If animals have not been obtained, or less animals used as stated on the original application or the project did not come to fruition, this must be reported on the form.  This will not be seen as a blight on the school but is required by the AEC to ensure the correct care, numbers of animals kept and their use are  included in the Annual Return required by the Government.

It is important to include any Category 1, 2 or 3 activities that have been used in conjunction with the Category 4 and 5 activities applied for.

The completed form should be returned to joanne.watson@cesa.catholic.edu.au by the 10 March 2017.
